LBSNAA offers a comprehensive training program that is meticulously designed to equip civil servants with the knowledge, skills, and ethical foundation necessary for effective governance. The training is divided into various stages, each tailored to address the specific needs of different services and levels of administration.

1. Foundation Course

The Foundation Course is the first stage of training for all newly recruited officers of the All India Services (IAS, IPS, and IFoS) and Group A services of the Central Government. This course typically lasts for 15 weeks and is aimed at fostering camaraderie among officers from diverse services. The curriculum includes subjects like public administration, law, political science, economics, and history, along with modules on ethics and leadership. Physical training and extracurricular activities are also integral to this course, promoting overall personality development.

2. IAS Professional Course Phase I

Following the Foundation Course, IAS officers undergo the Professional Course Phase I, which spans approximately 26 weeks. This stage focuses on enhancing the officers’ understanding of public administration, management, and the socio-economic environment of India. It includes classroom sessions, case studies, group discussions, and field visits. The Phase I course also includes a Bharat Darshan—a study tour across the country that provides officers with firsthand exposure to India’s diversity and governance challenges.

3. District Training

After the Professional Course Phase I, IAS officers are sent for district training for nearly a year. During this period, they work in a district under the mentorship of senior officers, gaining practical experience in field administration. This phase is crucial as it allows officers to understand the grassroots realities of governance, including the implementation of government schemes and interaction with the public.

4. IAS Professional Course Phase II

After completing district training, officers return to LBSNAA for the Professional Course Phase II. This course, which lasts for about eight weeks, is designed to consolidate the learning from district training and prepare officers for their first independent posting. The curriculum includes advanced modules on public administration, policy analysis, and governance. Officers also share their experiences from district training, facilitating peer learning.

5. Mid-Career Training Program (MCTP)

LBSNAA also conducts Mid-Career Training Programs for IAS officers at different stages of their career (after 7-9 years, 15-16 years, and 26-28 years of service). These programs are aimed at refreshing the officers’ knowledge, introducing them to new governance challenges, and preparing them for higher responsibilities. The MCTP includes exposure visits to different countries, interaction with global experts, and advanced management training.
